This homemade costume for kids entered our 2011 Halloween Costume Contest.
A word from Wendy, the 'Bubble Bath' costume creator:
My 4 year old daughter is wearing the costume i wanted us to make it together to bond. We had an old toy basket and an old pillow i cut the bottom part of the toy basket and open the pillow to get the cotton out i bought about 100 ballons from the dollar store and just put it together i wasted less than 10 dollars
