A word from Amanda, the 'Lego Ninjago' costume creator:
My sons wanted custom costumes this year so after much searching for the perfect costumes they decided on Lego ninjago. Then came the hard part deciding how to make them, I took several ideas from multiple web sites, blogs, and pintrest. The heads are made from dollar store buckets cut to appropriate sizes, I added some foam to the top to give then the shape I wanted (I used the foam that comes in a can, I sprayed out the general shape I wanted then cut and sanded it down to the exact shape I wanted). Next was covering them in fabric, all the fabric used was felt (bought at 40% off at joann's). I cut the eyes out and used some old tights to cover the holes. The bodies are cardboard and lots of duct tape, they were also covered in felt then painted to look like the figures. The legs are sewn with cardboard inserts on the sides and cheap foam blocks from the dollar tree in the front to give them the correct shape, I originally made a trial leg out of cardboard but it proved difficult to walk in. The hands are once again cardboard, lots of duct tape and then covered in felt. Sorry I didn't take pictures as I went just of the finished product. Overall the costumes were not terribly expensive, the fabric for both was $20, the card board free, three rolls of duct tape and lots of hot glue, overall i probably spent $70 for both.
