This homemade costume for girls entered our 2017 Halloween Costume Contest.

This year I purchased a dress and black gloves from Goodwill and created an Ursula the Sea Witch costume for my daughter Sage.
I sewed the dress to make it fit and created the tentacles from scrap material then used pillow stuffing which is cheaper. I used felt and diamonds for the suction cups on the tentacles. They each have V shaped coils to make them curl and I hand sewed each tentacle and the eels (flotsam and jetsam) onto the dress. Wire hangers would also work. The staff and crown were also hand made using foam craft paper, cardboard in between and rolls of diamond strips and real shells.
The eyes on the eel light up also. I cut dollar store eyeballs in half and glued a "U" leaving the top open to be able to insert a balloon light bulb into the yellow eyes which I painted with a yellow marker. Lights can be bought on ebay cheap or Party City too. I bought yellow ones from ebay.
The necklace was hand made with oven clay purchased at Hobby Lobby and hot glued onto a ribbon with Velcro. Different versions were made to also light up with a balloon light.
