Look around any Halloween party and you'll see that half the people there are dressed in generic costumes – vampires, zombies, werewolves, or super heroes. It's the people who dress like a specific character who get the most attention. Think about it. Which costume would get you to sit up and take notice? Someone dressed as a generic vampire with a plastic cape and fangs? Or someone decked out in a full Buffy The Vampire Slayer costume?
Theme parties are always popular and people are always hosting 'Rocky Horror Picture Show' parties or 'Roman Holiday' parties throughout the year. As for finding or creating the costumes, that's easy, too. Visit online costume shops and you'll find favorites like Captain Jack Sparrow or Freddy Krueger and dozens of other movie characters. If you don't have a specific character in mind you can get a Can-Can Girl costume and go as one of the dancers from 'Moulin Rouge' or get a Chain Gang costume and go as one of the characters from 'O Brother, Where Art Thou?'
The best way to really 'get into character' is to make your costume yourself. These days there's a thrift store on every corner with a dollar store right next door. Do some browsing through both and you'll be able to come up with everything you need to make your movie character costume ideas a reality.
