This homemade costume for girls entered our 2016 Halloween Costume Contest.
A word from Cynthia, the 'Pikachu' costume creator:
this costume was very easy to make the tutu is just a piece of elastic and a stretchy head band with tulle knotted around it. I couldn't find a yellow leotard and tights so I dyed white one with Ritz lemon dye. the tail was cut from foam and a thin dole rod. I cut a small hole in the tights and hot glued the tail in.
