This homemade costume for girls entered our 2019 Halloween Costume Contest.

A word from Allison, the 'Raining Cats and Dogs' costume creator:

My daughter is pictured in this raining cats and dogs Halloween costume. I thought it would fun to use a "rain cloud" instead of just attaching the cats and dogs to a plain umbrella.
To create the rain cloud I needed 2 bags of Poly-Fil which I purchased at our local craft store, a needle and thread, a clear umbrella and some small cat and dog toys.
Taking a handful of Poly-Fil at a time I stitched it to the umbrella. This step is SUPER time consuming! I did it over a few days when I had time to spend on it. (It's important not to hot glue the Poly-Fil on or it will melt your umbrella.)
After the whole umbrella was covered and it looked like a big fluffy cloud, I strung a 33 foot cord of fairy lights around the inside of the umbrella. Purchased on Amazon it came with multiple settings, we liked the one that slowly faded and gave the feel of a lighting storm in the cloud. The lights are also great during trick or treat to add extra visibility.
After the lights are attached to your rain cloud, it's time to add the cats and dogs. We used little stuffed animals that my kids already had and safety pinned them all over the cloud. For the picture I also added paper rain drops I found on Amazon, but during trick or treat they kept tangling so we removed them. Add your favorite rain coat and you're ready to go!!
My daughter received so many compliments on this costume and won 1st place at our local Halloween Parade!
The whole project cost around $50

We love this idea! How did you sew the poly fill? Didn't it just fall apart?
