This homemade costume for girls entered our 2017 Halloween Costume Contest.
A word from Lourdes, the 'Harley Quinn' costume creator:
I spent $20 and tutu fabric blue and red tie knots around the elastic band to make my skirt bought a pair of fishnet stockings where I made hose and pair they with her black winter boots order the shirt and wig online for $45 where I spray painted the tips pink and blue with spray paint I did the makeup and Drew on the tattoos jacket and accessories also bought from eBay and Party City or this for my nine-year-old daughter
