I got an exercise ball, and inflated it fully. Then I went to Walmart and bought their liquid starch and just wet down strips of newspaper and laid them on. I would encourage you to determine the size holes you need at the top and the bottom, making sure you leave an opening at the bottom for it to slide over their shoulders and hips. Then you don't have to cut those holes later. Maybe decide which circle on the exercise ball you're going to use as the top opening and the bottom. I did 6-7 layers, propping it up one end on top of a plastic bucket and doing the top half, then drying that out in the sun. Do that end about 3-4 layers before you do the other end. Then each day after a layer was dry, I added another layer. Then when I had the 3-4 layers on one end done, I flipped it over and started on the other end. Make sure you don't have less than 3-4 dried layers on one end before you flip it over and put that end in the bucket, or the weight will push the weak layers into wrinkles. Now we have the parent of the child wearing the puffer adding layers of circles like the picture cutting out 3-4" circles and gluing them on.
