A word from Mallory, the 'E.T. and Elliot' costume creator:

Autumn my rescue Chihuahua is E.T. and I'm Elliot! First I needed a bike. A small 20" kids bike, similar to the BMX style in the movie. And I needed it red. - Bought online from a garage sale site. My dad had gotten a free bike carrier rack from a garage sale. We had to configure it to fit on the front end of the bike. We used lots of tools including a Sawzall! Bought a white plastic milk style crate from a store. Used blue spray paint for the effect on the front/sides (like in the movie) had to etch it away to keep it looking similar. We had fastened the crate to the carrier using zip ties and thick gage wire. I bought a red sweatshirt from a resale shop - sewed the pull strings thinner like the movie (they were wide) I purchased a similar style Nike shoes from Ebay. I had to keep watching clips of the movie to see the shoes, that was tricky! You can only see parts of them. They were white/red. The white blanket is hospital style. I found that at GoodWill. I had used starch spray to create the effect of being lifted from the head. For the E.T. head that I used on my dog - I purchased a stuffed animal from Ebay, big enough to fit over my Chihuahua's head. I had to deconstruct it to work. I cut the head off ! and sewed portions of it on the inside/lining of the head mask. I used strings to tie it onto her head and strings to keep the blanket closed. When we do contests, I strap her in using a dog seat belt attachment fastened to her harness.
