This homemade costume for kids entered our 2015 Halloween Costume Contest.
A word from Kerrie, the 'Dorothy and Tornado' costume creator:
My four year old son wanted to be a tornado for Halloween. We had no idea where to begin. We used felt and created pants with a cone top (one piece) Then used bunting for clouds and cut out felt shapes for the barn, house, bus, and more. His two year old sister was Dorothy.
