Effie Trinket from The Hunger Games Costume

Obviously, my costume was inspired by the Hunger Games. I bought a beautiful green vintage 80's prom dress on eBay, a blonde wig from Party City with green hair paint, two huge flowers (one for the wig and one for the dress), and super gaudy green jewelry. Don't worry about matching the greens because the shades of green did not match in the movie either. I cut 16 inches off of the dress and took the sides in. I focused on making the sleeves as puffy and big as possible, which I achieved by stuffing the with grocery bags. Next, I tried to mimic Effie's makeup for the green outfit. I used the lightest colored foundation and green and yellow eyeshadow. Remember, the capital people did not have eyebrows, so I put white foundation on them to as well. The key part of the makeup, other than the eyeshadow, is to make your lips the same color as your skin, but leave a heart shape colored with lipstick.
